Review of Education Capital - Sebastian James Report

This Review was commissioned by the Secretary of State for Education in 2010. It was led by Sebastian James, the Director of Operations for Dixons plc. Local Authorities were represented by Barry Quirk, the CEO of Lewisham Council. It also included the Tesco Property Director, the former Oxford University Vice Chancellor, and two other private sector CEOs.

The purpose of the report was to look at the lessons of the Building Schools for the Future (BSF) capital programme, and make proposals for a new capital spending regime for schools. The starting point was that the national school building programme was too expensive and too bureaucratic.
