‘It’s Not Just Policy, It’s Personal’
A new national safeguarding resource from the Church of England has been launched, aimed at deepening understanding of safeguarding as a shared, personal responsibility, and not just something for your Parish Safeguarding Officer to deal with.

Developed as part of the Church of England’s safeguarding e-manual, the resource invites parishes, clergy, staff and volunteers to move beyond seeing safeguarding as a matter of compliance, and instead recognise its human impact at the heart of Christian community.
“Safeguarding is not simply about processes and policies. It is about people, relationships and responsibility.”
A culture shaped by care and accountability
Across the Diocese of Bristol, safeguarding remains central to the shared commitment to be safe, welcoming and Christ-centred communities.
While policies and training are essential, this resource highlights the importance of culture, and how safeguarding is lived out in everyday interactions, decision-making, and the ways in which churches listen, respond and care. It challenges individuals and congregations to reflect on how their actions and attitudes contribute to safer environments.
Reflecting on lived experience
The resource encourages thoughtful engagement with questions such as:
- How do we respond to the voices and experiences of survivors?
- What does a genuinely safe and inclusive church look like in practice?
- How can safeguarding become embedded in the culture of our churches, not just their policies?
By focusing on these deeper questions, the campaign aims to support churches in developing a more attentive, compassionate and accountable approach to safeguarding.
“Safeguarding is part of who we are as the Body of Christ, not simply something we do.”
Encouraging parish engagement
Parishes across the Diocese are warmly encouraged to explore the resource and consider how it might support conversations and reflection in their local context.

The material may be particularly helpful in settings such as PCC meetings, ministry team discussions, safeguarding training sessions, and volunteer induction, offering a practical starting point for embedding safeguarding more deeply in parish life.
Sharing responsibility for safeguarding
This resource serves as an important reminder that safeguarding is not confined to policies or procedures, but is a responsibility shared by everyone in the life of the Church. By engaging with its insights and reflections, churches across the Diocese can continue to build communities where all are valued, respected and safe.
